Unable to Select OWSM Client Policy From EM Test Page For DRM Service

Symptoms
When attempting to run a DRM web service with an OWSM policy in the test page of EM, as described in the following document:
https://www.oracle.com/webfolder/technetwork/tutorials/obe/hyp/DRM11.1.2-WebServicesAPI/index.htm
the radio button beside the OWSM Security Policies is selected to add the appropriate OWSM client policy to the request, but there are no policies listed in the Compatible Client Polices list to select.
When looking at the WSDL for the service itself, the policy is not advertised as expected.
Because of this, it is not possible to test the service using the test page.
