OBIEE 12c : Query Logging when set at user level is not working

On Oracle Business Intelligence Enterprise Edition: 126.96.36.199.x ,
The 12c Documentation states that the logging level for a user can be set in the BI Admin Tool (as per 11g) but this does not enable logging.
Instead when checking Manage Sessions -> View Log for a report that was run, the following message is seen: No Log Found
The issue can be reproduced with the following steps:
1. In ONLINE mode of the RPD, set Online filter for any user, and set logging level 2 or above. Check-in the changes and Save the RPD.
2. Run a report
3. Review the 'View Log' in Administration link -> Manage Sessions.
