Essbase/OPMN Service Not Starting Essbase After Upgrading to Essbase 220.127.116.11

Applies to:Hyperion Essbase - Version 18.104.22.168.000 and later
After upgrading to Essbase 22.214.171.124, the Essbase/OPMN service (OracleProcessManager_EPM_epmsystem1) is not starting Essbase. The following was checked to confirm:
- The Essbase log is not generated or updated.
- Port 1423 is not LISTENing when checked with 'netstat -a | findstr 1423'.
- 'ESSBASE.exe' does not exist when checked with Task Manager.
The Status of the Service shows as "Started". There were no other error messages in the logs.
Tried the following which did not resolve the issue:
1. Reinstalled Essbase
2. Reconfigured By EPM Configurator.
