Symptoms

 Run the agent in CSV Format fails with errors like:

[nQSError: 77006] Oracle BI Presentation Server Error: A fatal error occurred while processing the request.
The server responded with: Invalid Handle Of 'PKN3saw22CharacterSetDefinitionE' Exception
Error Codes: Q4NU7XSN
Location: saw.delivers.rpc.getDeviceContent, saw.rpc.server.responder,
saw.rpc.server, saw.rpc.server.handleConnection, saw.rpc.server.dispatch,
saw.threadpool.socketrpcserver, saw.thread

or

[nQSError: 77006] Oracle BI Presentation Server Error: A fatal error occurred while processing the request.
The server responded with: Assertion failure: false at line 18 of handle.cpp
Message: class saw::CharacterSetDefinition const * __ptr64

This is the reproducible steps: 

1. Add the following entries to instanceconfig.xml file

<CSV>
<Charset>shift_jis</Charset>
</CSV>


2. Restart Oracle Presentation Server.

3. Create an analysis. 

4. Create an Agent and send the analysis in csv format via email.
