OBIEE 12c ACT AS Not Working As Expected - Logged Out Error

Symptoms

1. Enabled the ACT AS functionality using the document - https://docs.oracle.com/middleware/1221/biee/BIESC/mgrgrpsusers.htm#BIESC3146.
2. Login as the proxy user, open drop down menu under user, select ACT AS.
3. Select the target user. Click OK. User is logged out of Analytics and taken to the OBIEE login page.

 

The following error is seen in the obis1-diagnostic.log -

Error 1:
Observed that the RUNASORIGUSER is sending in junk value and not my userid. Due to this the init block cannot execute successfully.
