OBIEE 12c : BI Migration error: "Export failed: Execption in exportPassWords" (Doc ID 2189088.1)

Symptoms

On :  12.2.1.1.0 version, Analytics

When attempting to upgrade from OBIEE 11g to 12c, the bi-tool-migration.jar tool errors out with the following error message :

STEPS

The issue can be reproduced at will with the following steps:
Run the following command to generate the BI Migration Tool:ORACLE_HOME/user_projects/domains/bi/bitools/bin/migration-tool.sh package bi-migration-tool.jar


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Admin is unable to complete the upgrade to OBIEE 12c
