OBIEE 11g (11.1.1.9.0) Intermittent TNS-12541 Errors In OBIEE Reports

Symptoms

On :  11.1.1.10.2 version, Analytics
While running adhoc reports or viewing data online from OBIEE Admin tool, TNS-12541 errors occur randomly. It works for sometimes but fails again randomly with the following error :
