OBIEE 11g : Data Filters not working and fail to trigger (Doc ID 2199295.1)

On Oracle Business Intelligence Enterprise Edition (OBIEE) 11g,

After a restart of the OBIEE services due to a planned maintenance activity, on the Analytics the Data Security was not implemented and all users were having access to all the data. Once again the OBIEE services were restarted and after that, when the reports were checked in Analytics, the Data Filters were working again.

Event 1: Planned restart of the app services as a maintenance activity
Event 2: Session variable (used for data filter of the Report) not initialized with a value and has no value definition [if the logs are gathered at the time of issue, this could be seen in nqserver.log]
Event 3: Restart of the OBIEE services
Event 4: Session variables refreshed and hence are not null. Hence data security working.

What could be the cause of the issue and how to avoid or prevent this ?
