OBIEE12c External LDAP users currently are unable to download | Upload an RPD.

You are following the commands as documented Download Repository Command  and Upload Repository Command

The command errors with a 'Connection failed' error:

For example:

[DOMAIN_HOME]/bitools/bin/ downloadrpd -O /path/myrpd.rpd -SI ssi -U [myuserid] -W [mypassword]
Connection failed, the server processes may be down, the host name, port number, service instance, or protocol (http/https) may be incorrect. Please check server logs, such as bi-lcm-rest.log.0 and obis1-diagnostic.log..
