HsxServer Runs Out of Ports During Startup and Shuts Down. When Attempting to Open HFM Applications Users Get "EPMHFM-66076: Server <serverName> is unavailable, connection could not be established."

Information in this document applies to any platform.
HFM applications will not open, but rather they present the following error when users attempt to open them.
"EPMHFM-66076: Server <serverName> is unavailable, connection could not be established."
Further investigation of the system logging, shows oracle-epm-fm-hsx-server.log indicates the following exceptions: (default location for oracle-epm-fm-hsx-server.log is <diskDrive>\Oracle\Middleware\user_projects\<instanceName>\diagnostics\logs\hfm)
"EPMHFM-66024: No port is available from the port range configured by the user : <portRange>"
"EPMHFM-66021: An error occurred while initializing module oracle.epm.fm.dslm.DSLMHsxModuleInterface"
May have updated the 'DSStartupOption' parameters for HFM applications and environment may contain 10 or more HFM applications.
