Financial Reporting (FR) Batch Scheduler Partially Fails With Error "Can't find resource for bundle java.util.PropertyResourceBundle, key Error executing query" (Doc ID 2213920.1)

Symptoms

When running multiple Hyperion Financial Reporting (HFR) Batches simultaneously, several batches randomly fail to complete successfully. And when re-running the failed batch individually, it completes successfully without errors.

Further, the following error can be seen in FRLogging.log, which is found here: <MIDDLEWARE_HOME>\user_projects\domains\EPMSystem\servers\FinancialReporting0\logs\FRLogging.log
