OBIEE 11g: Services are running Analytics login Error Out With "Error 500--Internal Server Error" (Doc ID 2217699.1)

Symptoms

While attempting to diagnose a separate issue, the OBIEE system was shut down. After attempting to bring services back up, the application will not come back up despite appearing to be fully functional. The services are up and running. When trying to access OBIEE URL, the following error occurs:

Error 500--Internal Server Error
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.5.1 500 Internal Server Error
The server encountered an unexpected condition which prevented it from fulfilling the request.
