OBIEE 12c: Role Inheritance Fails To Work When Authorization Is Set Via Initialization Blocks (Init Blocks)

Note: This issue is very similar to Access OBIEE fails from EBS When Both Init-Blocks and FMw Security Users Are Configured (Doc ID 2222838.1); however, in this case | scenario, we highlight that the legacy init block model is used throughout. Legacy model is not recommended and may not be supported in future versions.
Your environment is setup using the legacy security model, where users and groups are configured in the RPD using initialization blocks ( 10g legacy model).
- UserA is set as a member of the database group "OBIAdmin".
- In EM, an application role named "OBIAdmin" is created.
- This role is added as a member in BIServiceAdministrator role.
- When UserA logs into OBIEE, he can see the role "OBIAdmin" in his Account, but not the BIServiceAdministrator role, and hence he is not able to get Administrator privileges.
The same issue also applies when OBIEE is integrated with EBS.
