Clicking "Manage BIPublisher" in OBIEE gives "Unauthorized access: please contact the administrator" error (Doc ID 2226954.1)

Symptoms

OBIEE is integrated with EBS Security and steps in following KM Doc has been followed to get BIPublisher work :

Configuring Oracle Business Intelligence Enterprise Edition (OBIEE) to work with BI Publisher (BIP) when integrated with E-Business Suite (EBS) Security (Doc ID 1937856.1)

The EBS user belongs to "OAK HR Super User" Application Role (which is the App Role created based on EBS Responsibility and "OAK HR Super User" is a member of BIAdministrator App Role.

In OBIEE you are able to see Admin link,etc fine but you are unable to edit any BIP datamodel or access Manage BIP link from OBIEE. It gives "access denied" error or "Unauthorized Access: please contact Administrator" error.
