Smartview is Unable to Connect to the Shared Services Provider When EPM is configured for SSO OAM with Webgate 11.1.1.5.X (Doc ID 2227639.1)

EPM 11.1.2.3.700 configured to use SSO via OAM. Webgate version is 11g version 11.1.1.5.3.

Symptoms

EPM 11.1.2.3.700 is configured for OAM SSO.  Can successfully login to Workspace but cannot connect to EPM via Smartview.   The Smartview version is 11.1.2.5.620.  When attempting to connect to a Shared Services provider via Smartview the user is not being prompted with the OAM login screen as they should be.  Instead the user is prompted for the normal EPM user name and password screen.  Note that this issue has nothing to do with the version of Smartview.  This is happening with all the later versions of Smartview.
