After Applying Financial Close Management (FCM) Patch Set Update (PSU) 11.1.2.4.200, The FCM Service Starts In Administrative Mode And Does Not Function Properly (Doc ID 2228991.1)

Symptoms

When you start the FCM service, it does not fully launch but rather remains in Admin mode. In the FCM logs, errors can be seen such as:
