OBIEE 12c: 'All Column Values' of the Second Prompt Lisf of Value May NOT be De-selected

Symptoms

User can't de-select the 'All column values' of the second prompt LOV and the conditions of problem occurrence are as following:

- There are at least three column prompts on the dashboard prompt
- Check on [Include "All Column Values" choice in the list for the second column prompt
- Select "Check Boxes" as User Input for the second column prompt
- "Limit values by" is set between column prompts to restrict selected items

And you can use Sample Sales Lite to reproduce the issue like next:

1) Create a Dashboard Prompt with Company column.
2) In the prompt window: select user input as [Check Boxes]
    *Check on Include "All Column values" choice in the list
3) Click OK
4) Add new(second) Organization column prompt
5) In prompt window: select user input as [Check Boxes]
   *Check on Include "All Column values" choice in the list
   *Check Limit values by "Company"
6) Click OK
7) Add new(third) Department column prompt
8) In prompt window: select user input as [Check Boxes]
   *Check on Include "All Column values" choice in the list
   *Check Limit values by "Company,Organization"
9) Click OK
10) Click on Preview icon
11) Select a value from the first LOV prompt.
12) try to de-select the 'All column values' of the second prompt LOV

According to OBIEE 11g - Problem With "All Column Values" In Prompt <Note:2080072.1>, user should be able to de-select the 'All column values' of the second prompt LOV, but it is not always the case.

That is, "All Column Values" option of the second prompt can be selected but it is immediately turned on, and then you can not select the choice of the second item.
