LifeCycle Management (LCM) Imports Of Account Reconciliation Manager (ARM) Artifacts Fail With Error: "Insufficient role error" (Doc ID 2233566.1)

Symptoms

You're attempting to use the LCM utility in Shared Services to import ARM content from one Financial Close Management (FCM) environment into another. The process fails, and the LCM log shows the below messages. Despite the error text, the user performing the import does have sufficient authentication.

Nested exception is [MESSAGE - com.hyperion.lcm.common.manager.ManagerException: Insufficient role error. Check to see if the user has both FCM and LCM administrator roles., LCM METHOD CALL - com.hyperion.lcm.common.manager.LCMManager.importArtifacts(85), ROOT CAUSE - oracle.apps.epm.fcc.lcm.common.FCMExportImportHandler.importArtifacts(802)] .Insufficient role error. Check to see if the user has both FCM and LCM administrator roles."
