R&A Job Services Running on Machines Configured With Multiple IR Job Services Only Use a Single IR Job Service in EPM Version 11.1.2.3 (Doc ID 2234981.1)

Customer has many many R&A Jobs so has configured the EPM system like the following:

2 Machines each hosting Foundation and R&A (no Interactive Reporting). Each of these two machines have all R&A Services enabled accept for the Job Service which is disabled.
4 Machines each hosting R&A and Interactive Reporting. Each machine has only the R&A Job Service enabled and all other R&A Services disabled.
This configuration worked fine for versions earlier than EPM 11.1.2.4. Jobs get hung up after upgrading to EPM 11.1.2.3.

Symptoms

Remote Instances of the R&A Job Services do not round robin jobs to IR Jobs Services configured locally on the same machine.

Machine A is configured with Foundation an R&A (No IR).  The Job Service that is part of R&A is Disabled on this machine.  All other R&A Services are enabled.
Machine B is configured with R&A and Interactive Reporting.  There are 2 instances of IR Job Services enabled.  There is a single Job Service enabled.  All other R&A Services set to false (not enabled).
Machine C is configured with R&A and Interactive Reporting. There are 2 instances of IR Job Services enabled. There is a single Job Service enabled. All other R&A Services set to false (not enabled).

Triggered an event that kicked off 8 BQY jobs.  Since there is no Job Service on Machine A the jobs are sent to Machine B and Machine C.

The Job Service on Machine B sends all its Jobs to the 1st IRJob Service on it's own machine.  None of the 4 jobs it received are sent to the 2nd IR Job Service.
The Job Service on Machine C sends all its Jobs to the 1st IRJob Service on it's own machine.  None of the 4 jobs it received are sent to the 2nd IR Job Service.

So effectively the vertically clustered IRJob Services on Machine B and Machine 2 are not used.  The Job Services on Machine B and Machine C should be using all IR Job Services configured.  Rond robin of jobs should take place locally on each machine.  This is how it works on earlier versions like EPM 11.1.2.2 and EPM 11.1.2.1.

Changes

Issue was noticed after upgrading EPM from 11.1.2.2 to 11.1.2.3.
