TaskFlows with multiple stages do not complete, Leaving The Task Flow In Active State forever (Doc ID 2239428.1)

Symptoms

On Environment with Multiple foundation servers, Taskflows with multiple stages do not complete forever and stays in "Active" Status

Issue happens when both the foundation servers are running.

When only one foundation server running(Foundation0) server running, taskflow completes.

When only second foundation server running(Foundation1) server running, users will not be able to open Manage Taskflow/Taskflow pages.
