Symptoms

When trying to open any business rule in the calculation manager tool (from EPM workspace) it immediately gives an error indicating that it failed to update the CalcMgrRules table.

The error code is ORA-16000: database or pluggable database open for read-only access.

 Database has been moved to a new server
