SOA Would Not Start due to lock- soa_server1.lok (Doc ID 2244024.1)

SOA server stopped, but when you try to start, it is showing it could not start because of the lock on the file soa_server1.lok

When trying to delete\tmp cache directory or soa_server1.lok file receiving an error message that directory\file is in use.
