OBIEE 12c: Configuration Assistant Fails to Connect To Database With Error 'Invalid User Name/Password (ORA-01017) & Enter A Valid User Name With DBA Privileges

Symptoms
You are configuring OBIEE 12c (12.2.1.x) by running the [ORACLE_HOME]/bi/bin/config.sh; however, when you get to page 4 of 9 and have to enter the prefix/schema passwords (twice), Database type (Oracle database), username, then the password for that schema.
Once you press 'next', you get an error of invalid username/password and the message 'Enter a valid user name with DBA privileges'.
You confirmed that the username and password you are providing are correct.
