Oracle 12c option not available in Scheduler tab in EM

Current prod environment is using Oracle 11g database for RCU ( Usage Tracking and Scheduler). An upgrade of the database from 11g to 12c is being planned.
The test databases are upgraded from 11g to 12c and after the upgrade Admin cannot see the Oracle 12c in Scheduler(EM).

The issue can be reproduced at will with the following steps:
1. Login to EM
2. Navigate to Business Intelligence > coreapplication > Deployment > Scheduler  > Database.
3. There is no Oracle 12c option
