Error in loading Metadata from DRM to EBS

There is error in the process of extraction of Metadata from DRM and updating same in the Value sets in EBS. When the Interface \ Program is kicked off from EBS instance that calls the DRM web services and extracts and loads data to EBS value sets, that program is error out, below is the error:

oracle.apps.jtf.base.resources.FrameworkException: oracle.j2ee.ws.wsdl.LocalizedWSDLException: WSDLException: faultCode=PARSER_ERROR: Failed to read wsdl file at: "http://xxxxx.oracleoutsourcing.com:20010/oracle-epm-drm-webservices/DrmService?wsdl", caused by: java.io.InterruptedIOException. : java.io.InterruptedIOException: Connection establishment timed out
