Age Bands are assigned incorrectly

For few employees in the system, the Age Bands are being calculated incorrectly. They all seem to be off by one. For example of someone whose fact record shows AGE_IN_MONTHS of 719, yet the person is put into the band starting at 720.
Scenario I: In the below examples, each person is put into the wrong age band. The first one turned 40 in August and should be in the 40-55 Years band. The second one turned 55 in August and should be in the 55-60 Years age band. The general standard is that a number that is on the border of a band goes into the higher band.

Scenario II: And, in some cases, the age band is assigned to the next interval as explained in the below example.
