"Unable to connect to the provider.", "HTTP status: 401" Received When Attempting to Connect to Financial Management Application via Smart View (Doc ID 2255805.1)

Symptoms

When attempting to connect to Hyperion Financial Management (HFM) via Oracle Smart View for Office, the user is presented with the general error "Unable to connect to the provider."  Located within the SmartViewLogs.log the following entries are captured:

Error can be observed within the Oracle HTTP Server (OHS) access.log:

Error can also be observed within the Microsoft Internet Information Services (IIS) logging:

A Fiddler Trace will result in the following detail exposing the issue:

You do not have permission to view this directory or page using the credentials you supplied (access denied due to Access Control Lists). Ask the Web server administrator to give you access to C:\Oracle\Middleware\EPMSystem11R1\products\FinancialManagement\Web\HFMOfficeProvider\hfmofficeprovider.aspx
