Tax Automation Rule Update Using Filter Clears Other Records (Doc ID 2262205.1)

Symptoms

On : 11.1.2.4.201 version, Product Usage

ACTUAL BEHAVIOR
---------------
On Tax Automation Screen, with multiple filters[Target account and Account],if they modify entries for Percent for ex.,they are not able to see the all the entries what were existing initially when they try to look at with any one of the filter[After saving the changes with filter].

EXPECTED BEHAVIOR
-----------------------
The save should update only the modified/filtered records and not all records/should not remove other unfiltered entries.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

-Goto Tax automation page
-Filter the rules for any of the Target Account-Note the number of entries Ex : 20
-Now,filter for another member : Account --Note the number of entries Ex : 8
-Modify Percent column for few rows
-Save
-Refresh, 8 entries will be visible with both filters
-Now,take out any of the filter,still it shows 8 entries unlike 20



BUSINESS IMPACT

Due to this issue, users cannot update automation rues
