OBIEE 12c Admintool Online Connection Fails With ]nQSError: 12010] and [nQSError: 12008]

After upgrade from 18.104.22.168.0 to 22.214.171.124.0, the Admin Tool is not able to connect in online mode.
You already verified the OBI Server port in "EM => Availability->Processes", but the connection is still failing with:
Upgrade from a 12c version to another one.
