OBIEE 12c Unable To Upload RPD Error - uploadRpd Failed: Failure in trying to acquire lock (Doc ID 2277069.1)

Symptoms

12.2.1.2.0 version Analytics.

Made changes to RPD and tried to upload the new RPD to OBIEE.

Get the following error while uploading RPD in our new 12c Environment:

uploadRpd Failed: Failure in trying to acquire lock. Check bi-lcm-logs or diagnostics. Error Desc Code: DESC_CODE_SERVER_EXCEPTIONApril 19, 2017 at 07:10:48 PM EDT



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download the RPD from OBIEE
2. Make changes
3. Upload the RPD back into OBIEE
4. Encounter the error
