OBIEE 12c: "Insufficient information to connect to the data source" Error While Starting the Scheduler Component (Doc ID 2281971.1)

Symptoms

You are trying to start the BIEE components, however the Scheduler fails to start.

You see this error on the nqscheduler.log file:
