PLP_Activity_Aggregate for OBIA inserts rows on during full and incremental load

We are running a load plan for OBIA for the ACTIVITY_FG which loads the W_ACTIVITY_A table. We are noticing that for every instance that we run the load plan the PLP_Activity_Aggregate scenario inserts rows into W_ACTIVITY_A. Each load adds 1760 rows to the table. We have run a full load and two incrementals, so when we do a count of records by ETL_PROC_WID we are seeing 3 ETL_PROC_WIDs. The aggregate table should have been truncated and reloaded for every load, so if we ran a query of records by ETL_PROC_WID we would see a single ETL_PROC_WID.
