OBIEE 12c: Users Intermittently Fail To Login With Internal SSL Enabled (Doc ID 2285811.1)

Symptoms

You have configured internal SSL [ssl.sh|.cmd internalssl true] in your OBIEE  12c environment.  You observe that users can intermittently fail to login.  In the Presentation Server [OBIPS] log [saw0.log], you observe 'SSL routines:SSL23_GET_CLIENT_HELLO:unknown protocol' error messages every 5 seconds.
