Data Loads Fail To Complete In Account Reconciliation Manager (ARM) (Doc ID 2287430.1)

Symptoms

Any time you run a data load in ARM, the process remains at the Staging phase and does not complete. If you access the ARM Validator (http://ARMServer:8700/arm/faces/oracle/apps/epm/arm/ui/page/common/ARMValidation.jspx, replacing "ARMServer" with the applicable server name for your environment), an error is seen: "Couldn't connect to SOA Server. Please make sure that SOA server is up and running."

The log files show errors such as:
