Analytic Provider Services (APS) And Foundation Services Crash With Error BEA-090892 and "Cannot read from policy store" (Doc ID 2288429.1)

Symptoms

Unable to start any EPM web application deployed on the Weblogic server. The following messages can be seen in Weblogic application logs:

<Error> <Security> <BEA-090892> <The loading of OPSS java security policy provider failed due to exception, see the exception stack trace or the server log file for root cause. If still see no obvious cause, enable the debug flag -Djava.security.debug=jpspolicy to get more information.

Error message: Cannot read from policy store. Reason is PolicyStore Error, javax.xml.stream.XMLStreamException: End Document reached prematurely.>

Changes

Configured new EPM components and Deployed to Application Server.
