OBIEE 11G: Oracle BI Server Component(obis1) Going Down Due to Error: "Access is denied" (Doc ID 2289548.1)

Symptoms

On Oracle Business Intelligence Enterprise Edition(OBIEE) 11.1.1.7.x version,

When restarting all OPMN services through Enterprise Manager/OPMNCTL scripts, Oracle BI Server Component(obis1) goes to 'Down' state whereas remaining OPMN components are in 'Alive' state.

The following error message is observed in the 'NQServer.log' located at: $MW_Home\instances\instance1\diagnostics\logs\OracleBIServerComponent\coreapplication_obis1\nqserver.log
