OBIEE 11g: Coreapplication in Enterprise Manager shows "No data to display" and "Failed to read Central Configuration" (Doc ID 2292810.1)

Symptoms

On OBIEE 11.1.1.9.161018, the OBIEE CPU/Bundle Patch 25797429 (11.1.1.9.170418) was applied and then subsequently rolled back.

In Enterprise Manager > Business Intelligence > coreapplication ...

In the Overview tab, see "No data to display" and "Failed to read Central Configuration; please check error logs":-

 

In the Availability > Processes tab, see no details such as Host, Port, Instance etc.:-

 

In the AdminServer-diagnostic.log, see the following error:-
