OBIEE 11g: Commit Failed When Uploading RPD Using Enterprise Manager

The following message is returned when uploading the RPD using Enterprise Manager:

You can see the RPD that you just loaded in the BI Server Repository: Business Intelligence -> coreapplication -> Deployment -> Repository.

However, when you log in and create a new analysis it is not showing the newly uploaded RPD.
