OBIEE 11g|12c: UserB Can See Data for UserA When Database Row Level Security Is Configured

Symptoms
You have configured row-level security Oracle virtual private database (VPD).
When UserA logs in to a Dashboard, the user results are correct, then userB logs into the same dashboard, this user gets the data for UserA, rather than the data specific to userB.
If after sometime, UserB logs into the same dashboard, he will get his own data correctly, but UserA will also get UserB's data.
You tested disabling the OBIEE server cache, but this did not resolve the issue and the results are the same.
