File Import Into FDMEE Fails Immediately When Data Load Rule File Name Is Empty

Symptoms
When attempting to run a DLR (Data Load Rule) with the Import option, the File import into FDMEE fails immediately when data load rule file name is empty
When the file name has already entered in the Source Options tab, the DLR runs fine.
