OBIEE 12c: How to Change the Language of SSO Login Page?

Goal
After configuring Lightweight SSO in OBIEE 12c, it is redirected to SSO login page [http://<HOSTNAME>:<PORT>/bi-security-login/login.jsp] instead of OBIEE default login page [http://<HOSTNAME>:<PORT>/analytics], when you login to OBIEE.
In OBIEE 12.2.1.2 environment, the display language in SSO login page is always English. Even though you have changed the web page language to Japanese or Chinese, the language of SSO login page will always be English. You want to change it to user's local language (e.g. Japanese, Chinese).
