OBIEE 12c : After Server Dirty Shutdown "Unable To Sign In..Service Instance Initialization Failed" while trying to login Analytics

Information in this document applies to any platform.
Upon abrupt shutdown caused by electricity shortage, after electricity was on again, user restarted servers and OBIEE services.
All services and server in EM are up & running. No errors.
User could open repository on online mode and can see data in repository. No errors.
Weblogic Console was also available. No errors.
However, when user tried to login in OBIEE Analytics as any user (weblogic or any other), it could not login with below error:
