Error When Trying To Access Tasks In Financial Close Management (FCM): "The BPEL process to start the task has failed"

You're accessing the Close Manager (CM) module in FCM. When you attempt to view or open a task, an error is thrown: "The BPEL process to start the task has failed."
The FinancialClose.log contains a more detailed error:

No errors are observed in the SOA logs.
The FCM schema was recently copied to this environment from another. FCM is trying to contact the SOA server, but there is no indication of the SOA server responding to the requests.
