OBIEE 12c: Administrator User Does Not Have Access To Administration link (Doc ID 2322206.1)

Symptoms

Users assigned to BI Service Administrator application role (verified under OBIEE My Account)do not have access to the Administration link when logging into OBIEE url.

Changes

 In Enterprise Manager, the BI Service Administrator application role was inadvertently removed from Weblogic Domain>bi>Security>Application Roles and also Application Policy BI Service Administrator was missing.Even after creating a new BI Service Administrator role and reassigning the membership to this role along with recreating the Application Policy BI Service Administrator and restarting the OBIEE , users assigned to this role (verified under OBIEE My Account)do not have access to the Administration link when logging into OBIEE url.
