OBEE 11g: Coreapplication_obis1 Status Stuck At Initialization "Init" (Doc ID 2330038.1)

Symptoms

Coreapplication_obis1 has down status. When attempting to start coreapplication_obis1, the Status show stuck at initialization 'Init'.

opmn.log shows the following:
