OBIA : Please Clarify The Behavior Of LAST_EXTRACT_DATE When Having Sources In Different Timezones (Doc ID 2335558.1)

User has two sources, both EBS 12.1.3. One source is in the EST timezone and the other is in GMT. The DW database is also in GMT.
How LAST_EXTRACT_DATE works in this scenario. The date in ETL_LOAD_DATES is a DATE field and does not contain timezone information, and neither is the LAST_UPDATE_DATE column in EBS.
For example, if we run our first load at 6:00 AM EST from source 1, which is 11:00 AM GMT (on the target DB), will the LAST_EXTRACT_DATE in the next load use 6:00 AM, or 11:00 AM?
