OBIEE 12c: After Applying Patch 22166779 Bisearch Not Working

Symptoms
On Oracle Business Intelligence Enterprise Edition (OBIEE) version 12.2.1.2.0,
Patch 22166779 was applied.
When trying to deploy application "bisearch", the status of the application would be failed.
Rollback of the patch resolves the issue and bisearch application can be started in Active state.
The following error can be seen in bi_server1.log
