OBIEE 12c: JPS-10151 Error While Importing 11g Bundle

Symptoms
You are following the instructions on Upgrading Oracle Business Intelligence from 11g, and have:
- Generated the BI Migration Tool (bi-migration-tool.jar)
- Created the export bundle from the 11g server
- Are trying to import the bundle into the 12c server
When trying to import the bundle you get an error, reviewing the migration log file you see:
