Cannot Load .xml Format Metadata - Workspace Hung (Doc ID 2351785.1)

Symptoms

When the user load the metadata in .xml format using the web on the user machine, it keeps loading and cannot actually load the metadata to the application. The workspace will get hung and cannot perform any action.
Loading the same .xml file from the application server web will load successfully.

Loading .app do not have an issue either on user machine or servers.
