On Premise OBIEE Can No Longer Download Cloud Fusion Financials Extracts From UCM

Symptoms

On : OBIA 11.1.1.10.2 version,  Fusion Rel 12.1.1

On premise OBIA can no longer download Cloud Fusion Financials extract data from UCM
On-premise system can successfully delete those files on UCM, so it does not look like a connection issue on our side.  UCM user's can successfully manually log into UCM and see and manually download the files, so using it in automation should work, and did work until recently.
